Does Icon Packager work with Litestep?

I recently set up a user account to give Litestep another try. (Last attempt was a bad install that left me shell-less for a few days, I only recently decided to have another stab at it.)
Windowblinds and Cursor XP work fine, but I can't even get IconPackager of IconExplorer to even open. I keep th edesktop pretty much icon-free, but those default windows folders just don't go with any theme. Does anyone know how to det it to work, or is Iconpackager dependent on the explorer shell to work?

Never mind. Looks like it was a sharing issue rather than a Litestep issue.
I still can't open folder options in control panel though, and I like having my files open on single mouse click.
